On a Sunday in March 2026, dozens of activists gathered in Damascus’ Bab Touma protesting Decision 311, a regulation turning one of the capital’s oldest neighborhoods into a focal point in a dispute over alcohol, personal freedom and Syria’s emerging identity. Protesters were not calling for alcohol to go unregulated. Some had previously petitioned authorities to implement open container restrictions for alcohol on public streets. The law banned serving alcohol in restaurants, bars and nightclubs citywide, while allowing sealed takeaway sales only in Bab Touma, Qassaa and Bab Sharqi. It gave b…
